And I really like how you're using the restrained lighting/colors of a cloudy day; too many fantasy artists use garish colors with a polished gloss that makes their figures look more like painted plastic and chrome.
One suggestion, if you want it; I'd suggest giving the wings a wider connection to the dragon's back, including some hint of of supporting bone/muscle on the back itself; neither our arms nor bird wings come straight out from the rib cage without knobbed joints and muscle support.
But that's just being nitpicky, so feel free to ignore me!

Holy, amazingly incredible! This White Dragon is stunning and The Female Warrior-like Character looks gorgeous! The expressions, wings, scepter, teeth, composition, uniqueness, sky, style, colors, lighting, and other details are also spectacular! Awesomely epic work!
